The subject was a residence with an attached building that was used at various times as a corner store, dry cleaner, vending machine warehouse and other uses. The owner had a grandfathered legally non-conforming use for commercial that he lost through a hearing with the planning department. Seems that the restrictions of the grandfathered use are that it must be continuously used for the permitted use. The owner had changed uses without re-applying for a permit and had ceased use for more than a year. The City declared the building substandard after the owner died and neighbors began complaining about it being an attractant for vagrants. The City decided it was a nuisance and issued a Substandard Dwelling notice and demanded it either be demolished or remediated.

The most troubling thing of course, was its previous use as a dry cleaning establishment as there could be EPA issues. I had to utilize an extraordinary assumption based on the deceased wife&#039;s statement that it had been cleaned up. I strongly recommended inspections by the appropriate professionals.</description>

I think because there were large holes in the roof and siding, much of the would-be smell escaped mabye.  :) I wouldn&#039;t be surprised to see this property gain some media attention as it is rehabbed because it&#039;s a great real estate and story of interest in light of what it will do for a first-time homebuyer and also an entire neighborhood.</description>
